Although my personal favorite is Pumpkaboo, the question here is asking for the best pokemon. This means we will have to take lots of things into consideration such as has it gained popularity from the anime, where it stands in the pokemon card game meta, and other things!
Pikachu is just the mascot of pokemon that has seen usage in SSB (Super Smash Bros), the pokemon Card Game, the video games (kinda), and some other things that I have most likely forgotten about.
