It will be balanced and the Cosmic Powers are not for attack. It can change the setting and some rules but you will have to use it to fight and opponents can use it against you.
That is tech.
If you use it right, it can be OP, but if not it could be totally useless or back fire.

my cool things that i want:
Class - Magic/Sorcerer
Primary ability - Cloud magic: I can manipulate the weather in various ways such as creating clouds and make it rain hail, or create a thunderstorm. I can also make a cloud and fly by standing on it because it is 
magic!
Cloud magic spells:
- Lightning strike - summons a thunderbolt from da sky
- Hail - makes it hail
- Rain - It will be possible for floods to occur
- Cloud is a form of transportation now - fly on a cloud
Secondary ability - Whatever the ability to summon sunglasses is called: this ability will summon sunglasses and itโll make me ten times cooler than everybody. This counts as a spell.
Weapon/item - Ice skates that can also work as normal shoes enchanted with frost walker from minecraft: allows me to get over large bodies of water quickly and synergizes with my rain spell thing.

Donโt really know if haki* could work (besides arament and conquerors)
An extra power is food heals me more, and milk actually heals broken bones/teeth (this is actually a thing in the anime/manga)
