I can not check anymore sry but to be banned someone as mod status has to do it though a extra page after clicking on the user or if enough flags where put on you by people or of high trust level you can be silenced there is also a bot that auto dose it though I don’t know if it was removed or not but there is a history of flags that mods can check

As for why it is mainly mods decision and there was no easy why of keeping count other then talking to other mods in mod chat I did make a post for mods so we could set basic rules but it didn’t really work well but if someone was banned either they did smth enough for everyone to know so when they did it again they got silenced or they did smth extremely bad or posted smth bad and got a long term banned it’s not a common thing thankfully
